Swiss Sanctions & Export Controls (SECO) Brief

September 18, 2026·State Secretariat for Economic Affairs (SECO)·EU

Swiss Federal Council adopts expanded Belarus sanctions effective 19 September 2026, aligning with EU measures from April

The Swiss Federal Council decided on 18 September 2026 to impose further sanctions against Belarus, effective 19 September 2026. The measures extend trade, financial, and services restrictions, bringing Switzerland's Belarus sanctions regime into closer alignment with EU sanctions adopted on 23 April 2026.

The Federal Council's 18 September 2026 decision brings into force on 19 September 2026 expanded trade, financial, and services prohibitions against Belarus. The measures ban transactions involving certain cryptocurrencies and central bank digital currencies, prohibit dealings with cryptoasset service providers and decentralized platforms established in Belarus, extend export and transit bans, introduce import restrictions on economically significant goods, prohibit managed security services to the Republic of Belarus, its public bodies and corporations, and prohibit services directly related to tourism activities in Belarus. Cresthaven reading: Swiss firms with Belarus-linked trade flows, cryptoasset service relationships, or managed security service contracts face prohibitions under the ordinance as of 19 September 2026.

  • Export and Transit Bans Extended: The Federal Council has expanded the existing export ban to cover additional goods that might contribute to Belarus's military and technological enhancement and goods intended to enhance its industrial capacities. The transit ban list covering goods and technologies routed via Belarus is also expanded.
  • Import Restrictions on Revenue-Generating Goods: New restrictions apply to the import of economically significant goods that generate substantial export revenues for Belarus. Cresthaven reading: Swiss firms importing Belarusian goods in categories the ordinance designates as economically significant face prohibitions on those transactions as of 19 September 2026.
  • Cryptoasset and Digital Currency Bans: Transactions involving certain cryptocurrencies and central bank digital currencies, including the Belarusian digital rouble, are now banned, in line with existing Russia sanctions. Transactions with cryptoasset service providers and decentralized platforms established in Belarus are also prohibited.
  • Managed Security Services and Tourism Services Prohibited: The provision of managed security services to the Republic of Belarus, its public bodies, and corporations is now banned. Services directly related to tourism activities in Belarus are also prohibited under the expanded measures.
  • Court Enforcement Protections for Swiss Companies: The Federal Council has introduced measures relating to the satisfaction of certain claims and their enforcement through courts in third countries, described as protecting Swiss companies.
  • The EAER designated two entities on 22 May 2026 under its own competence. The 19 September measures adopt the remaining EU April 2026 package, completing the alignment cycle.
  • Cryptoasset and digital currency prohibitions, including a ban on transactions with decentralized platforms established in Belarus, extend the financial restrictions beyond what the prior Belarus ordinance covered. This is a structural expansion, not a technical update.
  • The measures explicitly align the Belarus sanctions regime more closely with the framework applied to Russia, signaling convergence between the two Swiss sanctions tracks.

HIGH — A binding Federal Council sanctions ordinance effective 19 September 2026 imposes immediate prohibitions on trade, financial transactions, cryptoasset dealings, and services, requiring Swiss firms with Belarus-linked exposures to assess compliance against the new restrictions.
